1 -Good question. That is what we tried to do with the requirements ourselves within the committee. I was thinking we could publicize the RFP and if we do it on L-D I have no doubt people will provide their thoughts on the requirements themselves. I don't expect we missed anything major (although you never know). I don't think we need to make it a separate task to be performed by the hired person.

1 -This is what we are engaging someone to do, identify the best solution for the problem. It may be git, it may not be. Git may not meet two of the requirements, "Easy to learn and use by non-technical users" and "Must not assume experience with specific technical tools." But that's what the contracted person will bring to us, the best fit given all the requirements.
