Joseph Potvin 6.1 17 == Purpose ==
18
Joseph Potvin 15.1 19 The purpose of the OSI-EDU-WG is to adapt, develop and disseminate modular learning resources to help managers of projects, portfolios, organizations or consortia gain an advanced understanding of strategies, processes and methods to optimize value, to control costs, and to manage risk through effective coordination, resourcing and governance of Free/Libre/Open Works (FLOW).
Joseph Potvin 6.1 20
Joseph Potvin 15.1 21 The "FLOW Management Syllabus" is maintained on a wiki: http://osi.xwiki.com/bin/Projects/draft-flow-syllabus
22
Joseph Potvin 6.1 23 These learning resources:
Joseph Potvin 7.1 24
Joseph Potvin 6.1 25 * Are concerned with the application of explicit free/libre/open arrangements relating to:
Joseph Potvin 7.1 26 – Software, specifications, diagrams, tables, documentation and any other [[copyrightable works>>url:http://www.law.cornell.edu/uscode/text/17/102||title="copyrightable works"]]
Joseph Potvin 6.1 27 – Data, ideas and designs that might otherwise be restricted through practices and under laws besides copyright.
Joseph Potvin 9.1 28 * Are structured upon the pluralist premise that there is intrinsic value in communicating the multiple points of view on issues and topics, taking into account both the merging and differentiation of various concepts and efforts through time;
29 * Should be useful on their own, and as supplementary modules to other professional and academic learning resources for managers of projects, portfolios, organizations or consortia.
Joseph Potvin 6.1 30 * Are made available under the CC-by-sa v4 and the GNU-fdl v2 licenses to any organization or individual to use, re-brand, adapt, redistribute and independently host:
Joseph Potvin 9.1 31 – Those who prefer the CC-by-sa v4 can contribute dual-licensed content to the core and to their own derivative works, or add solely CC-by-sa licensed content to their own derivative works;
32 – Those who prefer the GNU-fdl v2 can contribute dual-licensed content to the core, and to their own derivative works, or add solely GNU-fdl licensed content to their own derivative works;
Joseph Potvin 6.1 33
Joseph Potvin 12.4 34 The governing bodies of the most widely used frameworks for education, standardization and certification in the field of project management have adopted restrictive intellectual rights stances towards how their reference materials evolve and are disseminated. At the time of forming the OSI Working Group on Management Education (January 2014), none of the organizations that lead international, national or industry standards in the project management field accommodate free/libre/open ethics, methods, processes, governance, HR management, strategy, security, law or financing in their content and operations.
Joseph Potvin 6.1 35
Joseph Potvin 12.4 36 The OSI Board charters the OSI-EDU-WG to resolve this gap by:
Joseph Potvin 13.1 37
Joseph Potvin 12.3 38 1. Extending and refining an existing sharable asset entitled "The FLOW Syllabus" (Management Education Syllabus on the Methods, Processes, Resourcing and Governance of Free/Libre/Open Works) to be hosted on the OSI site http://osi.xwiki.com/bin/Projects/draft-flow-syllabus;
39 1. Facilitating the development of a global open market for service offerings based upon The FLOW Syllabus, which meets the expectations and priorities of OSI supporters, and a global network of generally like-minded organizations and individuals;
40 1. Developing productive working relationships with organizations that lead international, national and industry standards, publications and learning programs in the project management field.
Patrick Masson 1.1 41
Joseph Potvin 9.3 42 == Working Group Participants ==
Patrick Masson 1.1 43
Joseph Potvin 14.1 44 The OSI-EDU-WG seeks active participation at both individual and organizational levels. Participants and OSI Board representation are listed in an annex to this Charter.
Patrick Masson 1.1 45
Joseph Potvin 14.1 46 Except for the Chair, no formal relationship with the OSI is required to be a participant in the OSI-EDU-WG.
47
48 === EDU-WG Communications ===
49
50 This Working Group communicate mainly through the following venues:
51
52 * The OSI-EDU-WG xWiki Web Presence
53 * SIP
54 * IRC
55 * Email
56
57 To enable effective distributed teamwork, participant communications should normally be documented via meeting minutes on the OSI-EDU-WG xWiki. Default practice is that while participants are listed as present, specific comments are not attributed except with permission. Minutes are posted a "draft" until approved as a subsequent OSI-EDU-WG meeting.
58
59 === Alignment to OSI Mission ===
60
61 The OSI has long played a role in community-building and education about how computer programs under free/libre/open source licenses, and related domains and business models, can provide both socio-economic and business advantages. The OSI-EDU-WG aims to help managers of projects, portfolios, organizations or consortia to understand and engage the free/libre/open way.
62
63 Anything in this charter that conflicts with requirements of the [[Bylaws of the Open Source Initiative>>url:http://opensource.org/bylaws||rel="__blank" title="Bylaws of the Open Source Initiative"]] is void.
64
XWikiGuest 21.1 65 Anything in this charter that conflicts with the parameters of the [[OSI's Working Group Characteristics and Process>>doc:Main.Open Source Initiative Working Groups.Characteristics of OSI Working Groups.WebHome||title="OSI's Working Group Characteristics and Process"]] must be ratified by the OSI Board.

95 == Scope of this Working Group ==
96
97 In general, the topics that are "in scope" for OSI-EDU-WG include anything related to discussing, developing and disseminating peer-reviewed learning resources and services to help project managers of projects, portfolios, organizations or consortia gain an advanced understanding of strategies, processes and methods to optimize value, to control costs, and to manage risk through effective coordination, resourcing and governance of Free/Libre/Open Works (FLOW). ([[Read more.)>>url:http://wiki.opensource.org/bin/Projects/FreeLibreOpenWorksManagementEducationQuestionnaire#Attachments]] Some examples of these topics are:\\
98
Joseph Potvin 10.3 99 * FLOW Decision-Making Under Uncertainty
100 * Concepts, Methods, Approaches and Legal Cases Relevant to FLOW and:
Joseph Potvin 9.2 101 ** Copyright / Droit d'auteur concepts, scope, limitations, management and legal cases
Joseph Potvin 10.3 102 ** Artificial Monopolies (e.g. "Patents")
103 ** Licensing, Contracting, Trade Secrets (e.g. "Non-Disclosure Agreements"; "Non-Competition Agreements")
Joseph Potvin 12.5 104 * FLOW Team and Organizational Performance and Strategy
Joseph Potvin 9.2 105
106 In general, the topics that are "out of scope" involve anything not directly related to management education about free/libre/open works. Some examples of these topics are:
107
108 * The relative merits of various economic, political or sociological theories. (i.e. The focus of this Community Group is on optimizing value, controling costs, and manageing risk through effective management of free/libre/open works under any economic, political or sociological scenario.)
109 * Marketing or evangelizing of particular free/libre/open software solutions or components.
110
Joseph Potvin 12.5 111 == Dates ==
Patrick Masson 1.1 112
Joseph Potvin 12.5 113 * Initial OSI-EDU-WG project proposal to OSI by Joseph Potvin, Nov. 7, 2013;
Joseph Potvin 5.1 114 * Nov 2013 through Jan 2014, preliminary work;
115 * Focused work under sponsor contract from late Jan through April 2014. Workplan summarized below.
Patrick Masson 1.1 116
Joseph Potvin 12.5 117 === Months 1 & 2 ===
Joseph Potvin 5.1 118
119 * Design and begin train-the-trainer workshops based on existing materials and prior contractor experience
Patrick Masson 1.1 120 * Complete podcasts based on existing materials
Joseph Potvin 5.1 121 * Refine initial syllabus based on initial review and preferences.
122 ** (LV comment: does this imply we should split this two month section into a set of month 1 deliverables - OSI feedback, commentary - and separate month 2 deliverables - the refinement? Or is that simply months 3&4?)
123 ** OSI: outreach to other relevant organizations and companies, to ensure broad representation in the feedback
124 ** (LV comment: realistically, even if we start outreach immediately, it is unlikely we'll get useful feedback during the first 1-2 months. If that is not possible, when is the next good deadline for receiving that feedback?)
125 ** OSI: goals
126 ** (LV: this was originally “content orientation and parameters” - we may want to discuss?)
127 ** OSI: commentary on existing materials
Patrick Masson 1.1 128
Joseph Potvin 12.5 129 === Months 3 & 4 ===
Patrick Masson 1.1 130
131 * Priority syllabus additions identified, researched and integrated.
Joseph Potvin 5.1 132 * Example additions/issues are listed below under “Example Possible Changes”, but final prioritization will be discussed and agreed upon amongst participants.
Patrick Masson 1.1 133
Joseph Potvin 12.5 134 === Months 5 & 6 ===
Patrick Masson 1.1 135
136 * Hold workshop based on syllabus with Project Management Professionals/Educators
137
Joseph Potvin 12.5 138 === Months 7 & 8 ===
Patrick Masson 1.1 139
Joseph Potvin 5.1 140 * Scope, research and integrate any new changes resulting from workshop held in previous milestone
141 ** (LV comment: I believe this statement accurately reflects the intent of the initial proposal, but let's discuss if not.)
Patrick Masson 1.1 142
Joseph Potvin 12.5 143 === Months 9 & 10 ===
Patrick Masson 1.1 144
Joseph Potvin 5.1 145 * Plan special free/libre/open issue of a PM journal
146 ** (LV comment: we may want to drill down for more detail here, or make it a separate proposal? Just seems a little underspecified at the moment.
147 ** LV comment: I removed months 11 and 12 from the initial proposal; we're happy to discuss next steps once this is done but it didn't seem appropriate for this charter/statement of work.)
Patrick Masson 1.1 148
Joseph Potvin 12.5 149 == Sustainability ==
Patrick Masson 1.1 150
Joseph Potvin 5.1 151 * OSI staff responsibilities
